Usually a blocked or damaged emitter, a valve that is not opening fully, a leak on that zone, or a zone with more heads than the supply can run. We test the zone and pin down which it is.
Turn off the water to the irrigation at the isolation valve or tap that feeds it. A zone that will not shut off is almost always a valve issue, often debris in the diaphragm or a failed solenoid, and is usually a straightforward repair.
